Does anyone know what Manager.exe is?

When I boot up my computer, I always get this box about a problem w/ Manager.exe. The box asks me if I want to "Debug", "Send Error Report", or "Don't Send Error Report". Does anyone know what this Manager.exe is and what I can do to stop it from popping up. Also, would it be causing some kind of harm to my computer w/o me knowing it?
